Includes a bound paper (likely a college paper) "Baldwin County, Alabama in Governmental Perspective" by Harry T. Toulmin, 5/12/1968. There is also a paper from G. T Stewart, Troy State University (AL) titled "Economic and Legal Aspect of the Single Tax Colony; also likely a paper for a college-level class. Includes a letter from the Attorney General, William J. Baxley, 12/21/1978, to the Baldwin County, Alabama Tax Assessor, Ina H. Becker answering her questions concerning ad valorem taxes and how to classify Colony lands following an amendment to the State of Alabama Constitution of 1901. Baxley opines that for ad valorem tax purposes, a FSTC lessee with the 99 year lease is the owner of the land and should be assessed as such. |
